Is there a way to see if an application or resume has been opened by a recruiter?

Hi everyone!

I received a request but not sure if Taleo can provide this kind of information: is there a way to see if the recruiter has opened an application or candidate's resume for a requisition? Would need a report. If so, what would be the steps please.
