Candidate duplicates not merging with Non-Workers

Candidate/Person duplicate checking is happening appropriately against non-workers, but not merging the records with this worker type.

We have the requirement to merge Candidates with Non-workers (Contractors, Contingent Workers, etc.) when that candidate is being moved to HR.  The non-worker record exists with a person number, and necessary PII (names, DOB, and NID) to match successfully against.  However upon attempt to merge, the application is unable to do so and results in the following error:

You can't select the person because this person type can't be merged with a candidate. Instead this person must be manually hired directly. (IRC-1590694)
