"Unable to start instance: Instance ocid1.instance.oc1.us-sanjose-1.anzwuljrrl3kq2acdoxssqhwhvodjembn244glm7i6d2q2k6fcvrgzjkiyta is disabled and will not accept any action requests. Please contact customer support to reenable."


I am on a free tier account but my instance will not start. I temporarily shut it down to adjust the size. Now it wont start back up. Nor will it allow me to put it back to its original size. Is there anything that can be done. Or will i have to pay for it?
