Group Compensation action is not available in Person Management

We have a couple of group compensation actions we use to transfer changes from the Comp module to Core HR once comp planning is finalized.  Sometimes employee records fail to be updated due to existence of a future dated record or pending transaction and we have to update employee records manually. These group compensation actions are not unavailable when we manually update EE records in Person Management and we have to use a different action, which creates inconsistency...  

Is there a way to resolve this?  is it possible to enable group comp action type in Person Management?
