RI sheet is erroring out

We are in 21C release. Earlier when I tried to create the initial GL setups through RI sheet - I never had to create the legal address manually before uploading the sheet. Addresses used to get automatically created based on the LE details.

I am trying in a new environment which is on 21C and it looks like address needs to be manually defined prior to using RI sheet for creating enterprise structure / LEs. Is this intended or a bug ? Or do we have any setting which controls the behavior ?
