Transferring registration from one offering to another - marking No Show

Hello,

I like to ask two different questions in one post 

1. Is it possible to transfer the registration from one offering to another one without having to withdraw the learner from the first offering and re-registering them to the next session? This is to bypass the manager's approval process.
2. How do you mark the No Shows on the offering? We would like to track the employees who registered for a vILT session but didn't show up without marking them "Not Passed". The image below shows our current settings
