Internal Candidate and Internal Career Site Connection

A Candidate was created through smartorg and is considered as an internal candidate. The candidate was linked to an internal requisition and when the candidate got an email notification and link was provided to the career site. Upon logging in using the username and password, a message prompt that it does not correspond to a registered user.

Any thoughts on this on why there is no registered account despite being an internal candidate and the application was through internal career site?
