How to hide Manage Budget tab in compensation plan?

Hello experts,

I haven't enabled Budget pools ìn compensation plan setup.

However, people having Act as Proxy Manager privilege can see the icon and when they click on it, the system returns an error message.

Is there a way to hide Manage Budgets tab through roles or I have to hide it by page composer only?
