Why does the Hiring Team receive a candidate withdrawn notification after a merge?

We recently had a candidate who is an ex-employee, after they accepted the offer we moved to HR which triggered the duplicate check. We selected to merge the candidate with the ex-employee record. The merge was successful, but we noticed it put the candidate in a withdrawn state, and sent a notification to the hiring team that the candidate withdrew. Is this the only notification that can be used in this situation? We don't want to disable the notification in the event a candidate actually withdraws their application or offer, however it seems a bit misleading as the candidate did
