Restict shipto location value in requisition

We need this functionality to restrict the ship to location.  there's a "Remote" ship-to Location in the purchase req/Purchase order module which does not tie to an address.  This prevents the PO from calculating tax for goods (see below screenshot).  We're currently restricting purchases to be shipped to only HQ
 since these are the only 3 locations that we're updating the tax table in Oracle.

Can we restrict the one ship to location value?
