Substitute Item menu disabled

Hi,

Has anyone tried to substitute item in Fulfillment Lines tab (Actions => Substitute Item)? 

I am able to substitute items when the quantity is not available. But wanted to know how to use Actions => Substitute Item in Fulfillment Lines tab, as the menu item is disabled.
