Has any one Created Individual compensation plan with Voluntary deduction element?

Summary

Individual Compensation plan is not appearing for allocation when the element with voluntary deduction as primary classification is attached to the plan.

Requirement: I wanted to create a plan for savings plan contribution and let the employees contribute thru ICD.

Issue 1:

1. I created an element with voluntary deduction as primary classification and the input value is a flat amount.

2. Created an ICD plan and attached the element, but the plan was not appearing for awarding the compensation 

   Observation: Input value->Flat amount->special purpose is Primary input value

Issue 2:

1. I created an element with voluntary deduction as primary classification and the input value is a percentage.
