Extend Offer not showing on the recruiting end user (more actions) selection list

Good day. I am new to SI and currently testing scenarios and process flow.

May I ask on why some candidates I created has an option to extend offer during offer-draft phase however for some the extend offer option is not showing. Any tips/solutions on the said behavior on why this is occurring?
