Place of Residence vs State

So we are seeing something that I cannot explain. We do not ask for the candidate address during the initial application, the idea being to make the app as short as possible to start with and then we can get that info if we choose to move forward. But, even though we don't ask for it, we do allow the candidate to upload a resume.
We are seeing where the Place of Residence is filled out AND the state field is filled out AND they are not the same. It's causing issues on some of our correspondences and the recruiter/HL is confused on what they are seeing in Taleo. I've attached a screenshot of a recent candidate showing this.
