Limit Hiring Manager access to Candidates

Client has a scenario as follows:

Hiring Manager creates requisition

HR Approves and Posts requisition

HR does not allow hiring manager to see ANY applicants until they are prescreened.  HR will eliminate all but five candidates prior to including Hiring Manager in the hiring process.

Any clever suggestions to manage this one?  I was thinking I would replace the Hiring Manager w an Recruiter during the approval process of the requisition.  Then add the Hiring Manager as a collaborator once they are in the second phase of the candidate selection process.  But will this retrigger workflow on the req?
