Effectivity issues with loading reports to hierarchy using HDL

Hello!
State of Montana is in a coexistence model with PeopleSoft as our source system using Fusion performance, goal, and learning management. HDL is used to load incremental coexistence data.
Our largest ongoing issue is when a new manager is hired in peoplesoft effective after the most recent job data row for a subordinate.
In Peoplesoft, the direct report relationship is handled via position management and does not cause an issue.
In Fusion the relationship is handled on the assignment level and cannot be loaded until an assignment/work terms change row occurs at or after the hire date of the manager.
