Posting to Core HR a Merit and Promotion from same plan

Posting back to Core HR a Merit and Promotion is not working.

I have a client who is allocating a merit increase as well as potentially promoting the employee all in one worksheet. 

Example:

Merit increase is effective 1/13/22.

Promotion assignment change and increase is effective 2/22/22. 

I've advised the client to first run the transfer process, transferring back the merit increase as of 1/13/22. This is working great.

I've advised the client to then run the transfer process and transfer promotion information as of 2/22/22. The promotion assignment info posts back to Core HR with an eff date of 2/2/22. But the Promotion salary change won't post back to Core HR at all. Why is this?
