How to disable workforce compensation plan Withdraw action?

Hello,

when submitting plan for approval it automatically appears Withdraw as possible action.

Is there a way to just keep Submit for Approval action and disable Withdraw option?

If I hide this button by page composer, also the submit for approval option is hidden.

How can I achieve the aim? In other words, just submit for approval option should be enabled.
