View Administration Reports: How to restrict reports that can be seen by some users

How can we allow certain HR users access to only the Administration reports under "Exports"?

Content (required):

We have a requirement to allow our HRBP's access to the reports under View Administration Reports>Exports; specifically we would like them to be able to access the Audit Export and the Generate Real Time Statements reports. We would like to continue to allow Administrators to access all available reports here.
