Should prior talent rating from talent review meeting pull into n box grid when preparing content

Summary:

Should an employee's previous talent review meeting rating automatically pull into a current talent review meeting when the manager is preparing review content, even if the prior rating start and end date and data validity are not populated?

If so, surely this causes biases as the manager will be influenced by the employee's previous rating?
