Has anybody written a process to reverse a candidate to ACTIVE once they have been withdrawal?

Summary:

Once a candidate is hired, they are automatically withdrawal from all other requisitions. Has anybody written a process to re-active these candidate to an "ACTIVE" status within the other requisitions.

Content (required):

Currently, our organization use registered list to maintain eligible candidates. These candidate are moved into a hiring requisition where they are hired. However once the hire as occurred, the candidate is withdrawal from the register requisition. This withdrawal is an issue because by law, they should be available to be hired on other requisitions.
