Add a TIME component to Maintenance Program work order generation process so that users can specify the TIME a service is to be scheduled. This TIME component needs to include the time zone (rather than default to UTC).

Use Case and Business Need (Required):

First Solar run their production plants 24 hours per day. The top priority of First Solar maintenance is to maximize production throughput. Therefore, all equipment downtime is carefully scheduled to minimize its impact on production throughput. The maintenance services performed on an asset are coordinated so that all services that require downtime are performed at the same time. It is normal to have several technicians executing different work orders on a single asset when it is down.
