How to process offers after candidate manually entered into core

Summary:

We recently were unable to extend offers for about a 2 week period. During that time we had to manually extend offers and the candidates accepted via email. Then those candidates were manually entered into Core HR. Now that we are able to extend offers again, how can we process these candidates to the final HR, Processed, when they were already processed? We want to close out the reqs, but the candidates are still in Offer, Draft.
