Is there any way to Mass Upload Expense Report Templates and types with excel?

Summary:

As a part of one rollout have to upload all existing expense report templates and types in French language. So is there any way I can upload it via excel? Doc ID 2466359.1 says it's not possible to do with excel for the first time but yet want to make sure if anyone has used any workaround to achieve this.
