Unable to get the OldValue and NewValue by using per_bipntf_utility

Unable to get the OldValue and NewValue if any change on the Employeement level by using per_bipntf_utility

We did few changes on the Emploment level and we are trying to build a report to display OldValues and NewValues. We are reffering per_bipntf_utility function to get the values but we are not getting those values. Attached xml for reference.
