Workforce Compensation modeling : Restricting create access to managers

We are exploring modelling to enable managers to provide bonus percentages based on performance ratings.

We do not want the managers to create the models. We are looking for the admin to create the model and the manager would just need to provide the percentages and apply the model to their worksheet.

I have configured the model options as below:

But while validating the plan, I receive the below error:

This is a blocking error and the Start Workforce Compensation plan process fails if I go ahead nevertheless.

Can somebody please help me out on this?
