Show OTBI Graph with no values rather than No Results message

Summary:

There are instances when the OTBI bar graphs result in no data results. Instead of showing a "No Results" message, is it possible to show the graph instead? We want the bar graph with no values to appear when no data is pulled based on the applied filters.
