Onboarding. Progress Bar in the Transitions Center

Summary:

We have a new hire onboarding process with conditions where it is expected that the candidate will not be prompted to some steps due to the conditions set.

Is it expected that the progress bar in the transition center will not display 100% even if in reality the ASSIGNED steps to the assignee have been prompted and completed... its just that not all steps in the process are applicable to the some candidate?

Is there alternative solution where the progress bar displays 100% even if some steps should not really be prompted to the specific assignee because of conditions applicable... and that only applicable steps are completed...
