Remove redraft the offer letter action for HMs

Summary:

We are giving 'update job offer privileges' to HMs, but don't want them to redraft the offer letters, is it possible to do so, as Redraft job offer comes by default as part of initiate job offer privilege. Did try Page composer but there also could not find an option..
