Why auditor is not able to assign expense report to a particular auditor?

Hi All,

As shown in the screenshot attached, we were able to assign an expense report to a particular auditor. But currently, I am not able to do so, is there any specific role that needs to be assigned to the auditor to have this privilege of reassignment. When I clicked on assign, nothing is happening. Is there any step I am missing here then please share your thoughts on this.
