Oracle cloud budget notifications, N/A status and charging for free resources?

Summary:

I've received the strange email notification about that my budget spending exceeded 50% of actual.

Without any links, I went to the Oracle cloud console and saw the N/A status for budget, not details about any charges in Cost Management page for last 3 months.

The question is, why I received that email?

Is Oracle cloud charge anyway for free resources and even doesn't show it up?
