Is it possible to create a view only proxy manager compensation role?

Hello experts,

our customer would like to enable some managers to view compensation plans of several countries by acting as proxy manager, but at the same time all plans for this users should be set as No updates allowed.

In other words, they should be able to open compensation plans; see their contents but without editing them.

Is it possible to achieve this aim? If so, which privileges need to be used for custom role?
