Service Gataway and NAT Gataway in always free

Summary:

I can't create Service or NAT Gateway to always free tenancy VCN because service limits.

Content (required):

Is Service Gateway and NAT Gateway part of always free resources? I can't find from documentation that those aren't.

When I try create Service Gateway I get below error:

"The maximum limit of 0 for Service gateway per VCN has been exceeded in VCN ocid1.vcn.oc1.eu-amsterdam-1.xxxxxxxxxxxxxxx."

Or is it because my region?

Only thing that I did find is Virtual Cloud Network FAQ and it says for Service Gateway:

How much does the service gateway cost?

The service gateway is free for all Oracle Cloud Infrastructure customers.
