Negotiated field is set to required but allows item to be included in Cart

I have created and published a sandbox which displays the following set up for the negotiated flag for Create Noncatalog request:


However, I can still add an item to the cart despite the set up being 'Required'?


Please let me know how I can ensure this field is mandatory?
