When exactly is a Requisition Automatically Filled if you have the Auto-Fill Requisition setting on?

Summary: When exactly is a Requisition Automatically Filled if you have the Auto-Fill Requisition setting on? Say you have 50 you want to hire for and 25 have been moved to HR but we are waiting on 25 others to accept the Offer. Does the requisition get automatically filled when you finally get the remaining 25 moved to HR? So is the auto-fill triggered once 50 candidates are moved to HR or does the requisition get automatically filled at a different time within the CSP?
