Restrict Cost Center values based on the Requester

Business requirement is to restrict the cost center values in the PR charge account based on the requester.

In order to understand the requirement, please review the following example:

- If requester A creates a PR, he/she should only see the cost center assigned to his user account (default expense account). If requester A tries to select another Cost Center manually, the system should display an error.

- If requester B creates a PR, he/she should only see the cost center assigned to his user account (default expense account). If requester B tries to select another Cost Center manually, the system should display an error.
