How to remove the blank LOV from Dropdown menu?

Summary:

Under Create and Edit Job Offer, when I go under various sections such as Payroll Info, Additional Info or any other sections, I see a blank LOV in the dropdown menu.

As mentioned above when I go to the Assignment Info section, under Grade field, the dropdown menu first displays the header as Name and Grade, following which various LOVs are displayed below. However, if I go to other section such as Additional Info section, the dropdown menu first LOV is displayed as a blank field, following which there are other LOVs displayed below. The client does not want the blank field to be displayed at all. Can we do something to remove the blank field other than making the field mandatory?
