Cannot merge duplicates due to being in offer phase

Summary:

We are utilizing the duplicate check and merge feature but are having issues merging profiles due to the candidate being in an offer phase on another req. They are in "Offer, Rejected by Employer" on the other req and we are trying to Move them to HR on an active req that they accepted.

We can't merge the profile due to their being another req previously having the candidate in an Offer phase.
