Does the Date Format shown by default is based on User Preferences? If So Updating the preference is not changing the format from MM/DD/YYYY to DD/MM/YYYY

Also the User Preferences are changed at Fusion instance level from FND_DATE_FORMAT to DD/MM/YYYY
