Ex-employees not being identified in recruitment

Hello,

We have an issue in our recruitment module where ex-employees are not being identified as such. For example, if we apply as an external candidate using the same details as a terminated employee, the system is not identifying them as an ex-employee in recruitment. The only option we get at offer stage is Add Pending Worker. We do not get the option to add a work relationship. Has anyone else come across this issue?
