Journal Ledger Report - transactions "Not Transferred" but posted to GL

I have a bunch of transactions in the report when I run Journal Ledger Report with posting status Not Transferred, however most of these transactions seem to be posted to GL. Are there any implications on those transactions for the audit? How can they be not transferred but still be posted?
