New Account email not received by Pending Worker

The New Account email not received by Pending Worker/New Hire.

Is there anything additional that should be done/completed or can anyone shed some light on this issue please :-)

Steps/Setup Completed:

  1. ORA_PER_CHECKLIST_NOTIFY_HOME_EMAIL Administrator Profile set with SITE as Profile Level and Y as Profile Value
  2. ORA New Account & ORA Password Reset Templates Enabled under Default User Category in Security Console
  3. Default User Category Notification Preference is Enabled
  4. BPM Worklist Application Preferences Notification Mode is set to ALL
  5. BPM Worklist Task Configuration AllocateChecklistTaskHumanTask has Assign Task and Assignees as Recipient
