How to retrieve salary history in auto complete rule - When and Why Object?

Summary: We have a requirement to restrict past dated salary changes when future dated salary change exists. We are suggested to create a rule under When and Why object, but there is no scope to retrieve the Salary history records as opposed to Assignment history records.

Content (required): We would like to know how to retrieve this as it is an important check that the Client needs as per their processes.
