Assignment Organization and relationship to Worked Hours and Dollars

What is the purpose of the Assignment Organization and how does it relate to where the employee worked for dollars and hours reporting?

Business has designed system to store dollars/hours in Payroll against Assignment Organization, however the Worked Organization is different than Assignment Organization, and they think that by entering the Cost Centre (Finance) code, that captures the Worked Dept. This makes reporting on this Worked Dept (Organization) very difficult.

Should the HCM system save payroll hours/dollars toward the actual position/assignment that it is associated to (which is currently non-existent), instead of its parent position/assignment (which can also have different attributes/relationships (cost centre/Job/Location etc..)
