Add return fee to a self-service return request

Is there a way for a user to add a return fee when they do a return in self-service returns interface?

I am looking for a way to allow a user to add a return fee to a return of an expense item he is submitting in the self-service return interface. Anyone has done this before? Any ideas?

Can we use the debit memo to do this?
