Load Geographies for US/Load Payroll Tax Information for US

We are a SaaS customer and the Vertex is loaded for us. Recently we have had some odd errors happening when we run payroll (Error was encountered when processing payroll relationship; An error occurred when processing element (ELEM_NAME.(ETNAME=US_FEDERAL_INCOME_TAX_PROCESSOR); Invalid residence address geocode) occurring for new employees. It appears the only resolution is to give them a resident tax address, however that is not necessary as the employee lives and works within our state.
Are we supposed to run the Load Geographies and Load Payroll Tax information after every Vertex load or is that something that occurs when Oracle loads it? Wondering if this would resolve our issue?
