Create Journeys - Using REST Api's or HCM Data Loader

Summary:

We have an use case where we would like to create Journeys with employee's name on it more personalizing.

And this Journey needs to be assigned to the line managers. This can be done using the AllocateChecklist.dat HDL file.

I would like to understand or know if we can create a Journey based on when some criteria is met and then create a journey specific to the parameters and name it with the employee's name.

Can we use REST Api's to create Journeys or Should we use Checklist Template HDL to create these Checklist templates and Assign it as a Journey in HCM.
