According to the set rules negative PTO balance was not allowed but still we see nrgative balance

we ran an Absence PTO Balance accrual schedule process to calculate the balance for a list of employees as of their LOA date and some of them landed with a negative balance but according to the set rule negative balance is not allowed.

Please suggest what could be the reason and where should I check to verify.
