As part of pre-boarding tasks, we have a task for the pending worker to upload photos. This is a task of the type External URL and the URL is a "deep link" (copied from the Deep Link tile under the Tool menu) to the worker photo page (e.g. https://fa-ernw-dev1-saasfaprod1.fa.ocs.oraclecloud.com/fscmUI/faces/deeplink?objType=UPDATE_PHOTO&action=NONE).
