Recommendations please for storing data for workers where managers can control this

Hello, this may be quite a basic question and there may be a number of ways to achieve this but wanted to hear from other customers how they prefer to deliver asks such as below

We would like store some data against our employees to track a certain type of information around their development, that comes down to just a few fields really... and effective history table with the following [email protected]
- Effective Start Date
- Effective End Date
- List of Values drop down x or 3
- Date selection field
- Text field
I'm thinking UDTs but can't remember if line managers have quick actions to be able to update these?
